UAE Customs Regulations for Incoming Air Passengers

The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and local airport customs entities (including Dubai Customs at DXB and DWC) enforce standardized duty-free baggage allowances designed to facilitate international travel while preventing commercial smuggling.

1. General Personal Items & Gifts: The AED 3,000 Limit

Incoming passengers are entitled to bring in personal effects and gifts completely free of customs duty and VAT, subject to specific criteria:

  • The total aggregate commercial value of all gifts, perfumes, cosmetics, and new unboxed goods must not exceed AED 3,000.
  • The items must be strictly personal and non-commercial in nature. Carrying multiple identical items in manufacturer packaging (e.g., several brand-new laptops or phones) will be classified as commercial merchandise subject to standard 5% customs duty and 5% VAT.
  • The passenger must not be a frequent commercial courier or transport crew member.

2. Tobacco & Smoking Allowances

Passengers aged 18 and older are permitted to carry up to one of the following tobacco allowances duty-free:

  • Maximum of 400 cigarettes (2 standard cartons); OR
  • Maximum of 50 cigars; OR
  • Maximum of 500 grams of loose pipe or shisha tobacco.

Any quantities exceeding these statutory limits are subject to 100% excise customs duty and potential confiscation.

3. Alcoholic Beverage Allowances

Adult non-Muslim passengers aged 18 and older entering Dubai or Abu Dhabi are permitted a maximum duty-free alcohol allowance of:

  • Up to 4 liters of alcoholic spirits or wine; OR
  • Up to 2 cartons of beer (each carton containing no more than 24 cans, with maximum 355 ml per can).

Note: The Emirate of Sharjah enforces strict total prohibition; transporting alcohol into or through Sharjah is illegal without specific inter-emirate transit authorization.

4. Strictly Restricted & Banned Items

Carrying the following items into the UAE is strictly prohibited and can result in criminal prosecution:

  • Controlled & Psychotropic Medications: Medicines containing Codeine, Tramadol, Diazepam (Valium), or Methadone cannot be brought into the UAE without an electronic Permit to Import Medicines for Personal Use obtained in advance from mohap.gov.ae along with a doctor's prescription.
  • Narcotics & Recreational Drugs: Total zero tolerance. The UAE enforces severe penal penalties for possession of cannabis, CBD oil, e-liquid containing THC, or synthetic cannabinoids.
  • Counterfeit Goods & Pirated Content: Fake luxury designer bags, pirated optical media, or trademark-infringing goods.
  • Security Equipment: Radar detectors, non-recreational walkie-talkies, and unapproved drones (all drones require prior GCAA registration before entering the country).
